China's Ministry of Industry and Information Technology unveiled a development blueprint on Monday that will shape the country's information and communications sector through 2030. The plan establishes 13 quantifiable objectives and positions the ICT industry as a cornerstone of what Beijing describes as its path to "basically achieve socialist modernisation" by 2035.

The most prominent figure in the document: sector revenues projected to reach 4.1 trillion yuan (approximately 610 billion US dollars) within the five-year window. That target reflects not only growth ambitions but also the government's intent to consolidate infrastructure, software, and services under a unified industrial policy framework.

The emphasis on 2035 as a watershed year is deliberate. That date anchors multiple strategic documents, from the "Made in China 2025" successor frameworks to the Digital China Construction Plan. The information and communications sector is treated as the connective tissue linking manufacturing automation, smart-city rollouts, and cross-border digital services.

Revenue Growth in Context

A 4.1 trillion yuan revenue goal demands unpacking. The figure encompasses telecommunications operators, equipment vendors, software developers, and a widening array of cloud and data-service providers. It also includes enterprises building industrial control systems, autonomous-vehicle communication stacks, and agricultural IoT platforms under the "informatisation" umbrella.

For comparison, the sector's revenues at the end of the previous five-year cycle stood in the range of 3 trillion yuan, according to ministry disclosures. The projected increase implies a compound annual growth rate in the mid-to-high single digits, a pace that aligns with China's broader GDP expectations but requires sustained investment in both infrastructure and human capital.

Revenue targets thus serve as a proxy for progress across multiple policy fronts, from chip fabrication to platform regulation.

Infrastructure as Industrial Policy

One thread running through the announcement is the notion that network infrastructure is no longer a utility layer but an industrial asset. The plan is expected to accelerate deployment of what Chinese policymakers call "new infrastructure": 5G-Advanced and eventual 6G test beds, low-Earth-orbit satellite constellations, and hyper-scale data centres distributed across less-developed provinces.

This geographic redistribution matters. Beijing has spent the past decade trying to steer investment away from coastal megacities and into interior regions. The ICT plan appears designed to make connectivity a catalyst for that shift, tying subsidies and land allocations to provinces that meet deployment quotas.

Edge computing receives particular attention in the policy discourse. By pushing compute capacity closer to factories, logistics hubs, and agricultural zones, the ministry aims to reduce latency for real-time applications while creating local ecosystems of software developers and system integrators. The strategy mirrors efforts in South Korea and Japan but operates at a scale those countries cannot match.

The 2035 Horizon

The reference to "basically achieve socialist modernisation" by 2035 is more than ideological phrasing. It signals that the ICT sector is being instrumentalised to support goals that extend beyond connectivity: industrial upgrading, environmental monitoring, social governance, and military-civil fusion in dual-use technologies.

For foreign vendors and investors, the plan's release clarifies which segments remain open and which are closing. Telecommunications equipment, core network software, and semiconductor tooling are increasingly reserved for domestic champions or tightly controlled joint ventures. Cloud services, enterprise software, and niche industrial applications still offer entry points, but with data-localisation and source-code-disclosure requirements that many Western firms find untenable.

The plan also underscores a tension that has defined China's tech policy for the past half-decade: the need to remain integrated with global supply chains while insulating critical infrastructure from external dependencies. The 13 targets are likely to include procurement quotas for domestically designed chips, operating systems, and database software, even when those products lag behind international equivalents in performance or reliability.

What Comes Next

Ministry blueprints of this kind typically cascade into provincial implementation plans within three to six months. Local governments will translate the 13 targets into procurement contracts, subsidy programmes, and pilot projects. State-owned enterprises will align capital expenditure, and private firms will adjust product roadmaps to capture policy-driven demand.

For observers outside China, the plan is a reminder that industrial policy in the country operates on timescales and at scales that most market economies no longer attempt.
