Waymo's Jaguar I-PACEs are once again merging onto multi-lane highways in Phoenix, marking the end of a three-month operational pause that began in May. The Alphabet-owned autonomous taxi service announced the resumption on Tuesday, with Miami, Los Angeles, and the San Francisco Bay Area slated to follow in the coming weeks.

The company has not disclosed an exact timeline for the other three markets, saying only that freeway rides will return "soon." Riders interested in highway trips must now join an interest list within the Waymo app and wait for approval before booking freeway-enabled rides.

Construction Zones Triggered the Pause

Waymo first opened freeway travel to the public last November, positioning highway capability as a way to cut trip times and expand service areas. But by May, the company had logged multiple incidents in which its vehicles entered expressway sections closed for roadwork.

According to Waymo, engineers identified a gap in how the system handled construction-zone signage and lane closures on high-speed roads. The company suspended all highway operations to address what it described as "an area of improvement regarding performance around freeway construction zones."

Construction zones remain one of the hardest environments for computer vision and path-planning stacks: temporary barriers, shifting lane markings, and non-standard signage all challenge models trained primarily on static infrastructure. Waymo's decision to pull back rather than incrementally patch the system suggests the issue was systemic enough to warrant a full engineering review.

Gradual Rollout, Conditional Routing

Even riders granted freeway access won't necessarily take the highway on every trip. Waymo says its routing algorithm may opt for surface streets "for reasons known ahead of time," citing heavy traffic as one example. Construction zones, though not explicitly mentioned in the announcement, are likely another trigger for rerouting.

The app will display the planned route and estimated arrival time before a rider confirms the booking, giving passengers a chance to see whether their trip will include highway segments. That level of transparency is a small but important design choice: it manages expectations and reduces the chance that riders assume every eligible trip will automatically use the fastest road.

The interest-list model also gives Waymo a throttle. By controlling who can request freeway rides, the company can scale up highway operations gradually, monitor performance in real time, and pull back quickly if new edge cases emerge - without shutting down the entire service.

Why Freeways Matter for Robotaxi Economics

Highway capability is more than a feature; it's an economic lever. Longer trips at higher speeds mean more revenue per vehicle-hour, a critical metric for operators trying to reach unit profitability. Freeways also unlock suburban and exurban demand, where ride density is lower but trip distances are longer.

Waymo operates in markets where freeway access directly affects competitiveness. In Phoenix, many of the highest-value trips connect downtown Phoenix with Scottsdale, Tempe, and Mesa - routes that cross multiple highway corridors. In the Bay Area, Peninsula-to-San Francisco trips almost always involve US-101 or I-280. Without freeway capability, Waymo cedes those rides to Uber, Lyft, or human-driven taxis.

But highways also concentrate risk. A construction-zone incursion at 65 mph is far more dangerous than a similar mistake on a 35-mph arterial. Regulators in California and Arizona have so far granted Waymo significant autonomy to self-certify safety improvements, but a serious highway incident could trigger new oversight or mandatory reporting requirements.

The Broader AV Highway Picture

Waymo is not alone in treating freeways as both an opportunity and a challenge. Cruise, before its 2023 suspension and subsequent scaling back, had also begun testing highway operations in select markets. Zoox, Amazon's AV unit, has logged thousands of freeway miles in testing but has yet to open highway rides to the public.

Chinese operators face a different set of constraints. Baidu's Apollo Go service in Beijing and Wuhan includes some elevated expressway segments, but local regulations still require safety drivers on most highway routes. Pony.ai and WeRide have both demonstrated highway autonomy in pilot programs, but commercial deployment remains limited by permitting rules that treat freeways as a higher-risk category.

The construction-zone problem Waymo encountered is not unique to one geography or one stack. Temporary work zones account for a disproportionate share of AV disengagements and edge-case failures across the industry. Until map providers, infrastructure owners, and AV operators agree on real-time construction data standards, every company will be solving this problem in isolation.

What Comes Next

Waymo's phased restart suggests the company is taking a conservative approach to rebuilding trust - both internally and with regulators. The interest-list gate, the conditional routing, and the staggered city launches all point to a desire to control variables and avoid a repeat of May's incidents.

The real test will come in the next few months, as Waymo scales up freeway access in markets with more complex highway networks. Los Angeles, in particular, presents a far more demanding environment than Phoenix: denser traffic, more frequent construction, and a higher volume of non-standard road configurations. If Waymo can run highways reliably in LA, it will have cleared one of the hardest bars in urban autonomy.
