Tesla and SpaceX confirmed Thursday they will build their jointly planned semiconductor facility, dubbed Terafab, in Grimes County, Texas, committing an initial $16.8 billion to the project. The site, located outside Houston, will span more than 100 million square feet of manufacturing space, according to SpaceX, making it one of the largest industrial construction efforts in recent memory.

Elon Musk, who leads both companies, described the planned factory as "the largest and most valuable building on Earth by far." The facility is expected to employ at least 3,000 workers drawn from Grimes and neighboring Brazos County.

The scale reflects a straightforward thesis: Musk's vision of autonomous taxis, humanoid robots performing manual labor, and satellites hosting AI workloads requires computing power far beyond what existing semiconductor supply chains can deliver. SpaceX has floated figures as high as $119 billion across multiple construction phases in regulatory filings, though the company made no mention of Terafab during its inaugural earnings call earlier this week.

What Terafab Will Produce

SpaceX describes the facility as a vertically integrated operation housing chip fabrication, packaging, and testing under one roof. The goal is to enable rapid iteration cycles, a familiar playbook from Tesla's approach to vehicle production.

The product roadmap splits into two categories: edge chips optimized for inference workloads in Tesla's Optimus humanoid robots and Cybercab autonomous vehicles, and high-power processors designed for SpaceX's planned constellation of orbital data centers. Intel has signaled it will participate in the project, though the chipmaker has not disclosed specifics about its role or financial contribution.

Attendees also criticized what they described as a lack of public disclosure around the facility's environmental and infrastructure impact.

SpaceX attempted to address water use concerns, stating it will draw from Gibbons Creek Reservoir rather than local groundwater. The reservoir commitment is a direct response to drought anxieties in a region where aquifer depletion has become a political flashpoint.

She pledged to manage opportunities "wisely, transparently, and always with students at the center of every decision," language that reflects the pressure local officials face to justify the tax abatements.

The Economics of Captive Fabs

Building a semiconductor fab at this scale is a capital structure gamble. Modern leading-edge facilities typically cost $15 billion to $20 billion for a fraction of Terafab's planned footprint. By going vertical and captive, Tesla and SpaceX sidestep the margin pressure of merchant foundries, but they also absorb utilization risk: if demand for Optimus or orbital inference clusters falls short, the fixed costs become an anchor.

Intel's involvement suggests the project may include some merchant capacity or technology licensing to spread risk. The chipmaker has struggled to regain process leadership and has pivoted toward foundry services under its IDM 2.0 strategy. A partnership with Tesla and SpaceX offers Intel access to cutting-edge packaging and a showcase customer, even if the financial terms remain opaque.

The facility's focus on logic and memory co-location is notable. Most fabs specialize in one or the other due to contamination risks and process incompatibility. If Terafab can successfully integrate both, it would represent a meaningful manufacturing innovation, not just a scaling exercise.

Timing and the AI Infrastructure Arms Race

The timeline for Terafab remains vague. Semiconductor fabs typically require three to five years from groundbreaking to volume production, and a facility of this size will likely stretch that window. SpaceX's mention of a multi-phase build suggests the companies plan to bring sections online incrementally rather than waiting for the entire complex to finish.

That phased approach aligns with how capital is flowing into AI infrastructure across Asia and North America. Hyperscalers are pre-ordering chip capacity years in advance, and governments are subsidizing domestic production through industrial policy. The CHIPS Act in the United States and similar programs in South Korea, Japan, and India have made semiconductor manufacturing a geopolitical priority.

Terafab sits at the intersection of that policy environment and Musk's appetite for vertical control. If the facility delivers on its stated goals, it could reshape Tesla's cost structure for AI inference and give SpaceX a unique advantage in the emerging market for space-based compute. If it stumbles, the financial exposure will be extreme.

What Comes Next

Construction timelines, equipment procurement, and talent acquisition will determine whether Terafab becomes a competitive asset or a cautionary tale. The semiconductor industry is littered with ambitious fab projects that missed performance or cost targets. Texas Instruments, GlobalFoundries, and Intel itself have all scaled back or restructured major facility investments in the past decade.

For now, the $16.8 billion figure represents a down payment on a much larger vision. Whether that vision materializes depends on execution, demand, and the willingness of local and state governments to continue backing the project as costs inevitably climb.
