The FCC's Quest for a Fully American Router Hits Reality
Washington's sweeping ban on foreign-made networking hardware has collided with a stubborn fact: not a single consumer Wi-Fi router sold in the United States meets the government's own standard for domestic production.

A Ban Without Compliant Products
When the FCC issued its prohibition on international home internet routers in March 2026, the agency framed the measure as essential to national security. The rationale centered on vulnerabilities: foreign manufacturers could embed backdoors in hardware, creating pathways for espionage and network intrusion. Citing incidents like Salt Typhoon and the Volt and Flax attacks, the commission argued that America's home networking infrastructure had become a liability.
The rule was uncompromising. Any router with components, assembly, or design work originating overseas would be barred from the U.S. market. Existing devices could remain in homes, but manufacturers would be prohibited from pushing software updates after 2027.
Fifteen months later, the policy has generated a cascade of waivers, deadline extensions, and conditional approvals. The reason is straightforward: zero consumer routers on the American market satisfy the FCC's criteria for domestic production. Not the Chinese incumbents, not the Taiwanese specialists, and not the American brands either.
The Supply Chain Problem

Chinese manufacturer TP-Link holds roughly 35 percent of the U.S. home router market, down from over 60 percent in 2024 as tariffs and regulatory pressure took effect. ASUS, whose ZenWiFi Pro earned strong reviews in 2026, operates out of Taiwan, as do Synology and D-Link. All fall squarely within the FCC's crosshairs.
American brands fare no better under scrutiny. Google assembles its Nest routers in Vietnam and China. Netgear splits production between Vietnam and Taiwan. Amazon and Ubiquiti rely on similar offshore arrangements. Linksys, headquartered in Irvine, California, is owned by Taiwanese manufacturing giant Foxconn and builds its hardware in Vietnam.
Even SpaceX's Starlink system, occasionally cited as a model for domestic production, sources router components from Vietnamese suppliers. The company operates a facility in Bastrop, Texas, but critical substrate materials and memory modules still cross borders before reaching American consumers.
The FCC's restriction extends beyond manufacturing floors. Design and research activity conducted internationally also triggers the ban, meaning firms cannot simply relocate assembly lines to comply. Entire engineering operations would need to migrate stateside, a process requiring years and capital expenditures that most companies have not budgeted.
Waivers Become the Norm
By June 2026, the FCC had granted conditional approvals to at least eleven companies, allowing them to continue sales through 2027. Netgear secured permission for its Nighthawk and Orbi mesh lines, as well as its CAX and CM cable systems. Amazon's Eero division received similar relief. Nokia, a European firm with a modest U.S. router footprint, also made the list.
Arcadyan Technology, which manufactures white-label routers for T-Mobile, AT&T, and Verizon, obtained a waiver in June. Hitron Technologies and Vantiva followed. TP-Link, the largest player and the administration's most vocal target, has engaged in ongoing negotiations with the FCC, citing hundreds of millions of dollars in planned investment for its California-based subsidiary.
The National Consumer Technology Association lobbied successfully for an extension of the software update ban, pushing the cutoff date from 2027 to January 1, 2029. The trade group pointed to shortages in substrate materials and memory modules, warning that millions of Americans could lose broadband connectivity if firmware patches ceased.
That revision exposed a contradiction critics had flagged from the start: prohibiting security updates on devices already deployed in homes likely increases vulnerability rather than reducing it. Routers without patches become easier targets for the very threats the FCC claims to address.
Security Theater or Strategic Leverage?
The policy's stated goal is to eliminate foreign backdoors. Yet the ban does nothing for the tens of millions of consumers who already own routers manufactured in China, Taiwan, or Vietnam. If those devices genuinely pose a national security risk, the current framework leaves that risk unaddressed.
The Electronic Frontier Foundation has criticized the waiver process as opaque and arbitrary, arguing that it entrenches incumbents while deepening transactional relationships between manufacturers and regulators. Companies with resources to navigate the approval process gain market access; smaller competitors without Washington connections face exclusion.
Some analysts view the regulatory uncertainty as intentional. By maintaining a blanket prohibition with discretionary exceptions, the administration creates leverage over manufacturers. Chinese firms face the highest barriers, while companies willing to invest in U.S. facilities or establish domestic partnerships receive favorable treatment. The system functions less as a bright-line security measure and more as a mechanism for shaping industry behavior through selective enforcement.
TP-Link's trajectory illustrates the dynamic. The company has gone from dominant market leader to embattled supplicant, pledging investment in American operations while its approval status remains conditional. Competitors watch closely, aware that their own access to the U.S. market hinges on regulatory goodwill that can shift with political winds.
The Path Forward
No clear roadmap exists for a fully domestic router supply chain. Building fabrication capacity for memory modules, RF components, and specialized substrates requires years of lead time and capital investment that dwarfs the consumer networking market's margins. Even if American firms committed to onshoring, they would face competition for the same skilled labor, cleanroom facilities, and raw materials needed by semiconductor manufacturers, defense contractors, and automotive suppliers.
The FCC has not articulated a timeline for ending the waiver regime or a threshold for compliance that companies can realistically meet. Manufacturers operate in limbo, uncertain whether their current approvals will extend beyond 2027 or which criteria will govern future decisions.
For consumers, the situation translates to limited choice and potential price increases as compliance costs and regulatory uncertainty ripple through the market. Devices already purchased may lose support earlier than expected if manufacturers decide the U.S. market no longer justifies the expense of navigating the approval process.
Washington's emphasis on supply chain independence reflects genuine concerns about infrastructure security and foreign dependencies. But the router ban reveals the gap between policy ambition and industrial reality. Until domestic manufacturing capacity catches up to regulatory demands, or until the FCC articulates a more pragmatic framework, the American router market will remain stuck between a sweeping prohibition and a system of ad hoc exceptions that satisfies no one.
